* Jobs for life *
* Massively overstaffed *
* Endemic incompetence and waste of valuable resources *
* No effective performance management *
* Dissent or whistle-blowing prohibited and/or punished *
* No dismissals for poor or shoddy performance *
* Contempt for international ‘best practice’ standards *
* Attitudes of hubris and entitlement amongst senior management*
* An ethos of, “Protect the hierarchy at all costs” *
* No real accountability *
* Contempt for the public *
* Better pay than the private sector *
* Fat pension schemes on ‘retirement’? *

With respect to those sincere individuals who have entered the public service and are genuinely doing their best to be hard-working, honest and committed within their respective mandates; the fact remains that the overall public impression of the Irish Civil Service is that it is in large part an overblown and highly dysfunctional ‘machine’ that is mostly ‘unfit for purpose’; that costs exorbitant amounts to run and exists primarily to serve the interests of the protected elite, whilst also deferring to the looming presence of militant Unions.
